private entities like employers and trade associations to self-certify apprenticeship programs. These programs would be referred to as "Industry Recognized Apprenticeship Programs" or IRAPs

What is an IRAP?
IRAPs are "apprenticeship programs" that are not registered with a state or the DOL.
