IBEW Local 90 Book 2 Referral Procedure
In the interest of maintaining an efficient system of production in the Industry, providing for an orderly procedure of referral of applicants for employment, preserving the legitimate interests of employees in their employment status within the area and of eliminating discrimination in employment because of membership or non-membership in the Union, the Local 90 elects to operate under the following system of referral of applicants for employment:
- The Union shall be the sole and exclusive source of referral of applicants for employment.
- The Employer shall have the right to reject any applicant for employment.
- The Union shall maintain a register of applicants for employment established on the basis of the Groups as listed. Group I, II, III, and IV. Each applicant for employment shall be registered in the highest priority Group for which he qualifies.
- All individuals will register for employment on the referral list, between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday.
- Registration will require that you show a Layoff slip (where appropriate), a paid-up dues receipt, a photo ID, and a state of Connecticut E2 electrical license if you have one. You may sign without one; you will not be referred if the project or contractor requires one.
- Once an individual is registered on the Local 90 "out of work" referral system and accepts an employment referral from an IBEW Local Union outside of the geographical area of Local 90, he will be expected to inform Local 90, and remove his/her name from the local 90 referral after securing 40 hours of employment. There is also a required resign between the 10th and 16th of every month or his name will be removed from the List.
- All individuals will be placed, chronologically, on a referral list, in their appropriate book by the Local Unions Referral Officer.
- An applicant who is hired and who receives, through no fault of his own, work of forty hours or less shall, upon re-registration, be restored to his appropriate place within his Group.
- All individuals will be required to keep the referral office informed as to their current address and telephone number and be current with their union dues in order to conform to this referral policy.
- The Referral Officer must be able to reach you the following morning between the hours of 8:00 a.m. and 10:00 a.m. Failure to be available for the call from the Local 90 referral officer will result in the referral officer moving to the next individual listed chronologically, on a referral list. If you are not called by 10:00 a.m. you did not make the call.
- When employment opportunities have been filled, or at 10:00 a.m. which ever comes first, all calling will be discontinued.
- All individuals that are registered on the Local 90 "out of work" referral list, and do not actively seek employment for a period of 30 days or when three individuals chronologically listed behind you take employment, on three separate calls; your name will be removed from the referral list.
- An individual who accepts any working arrangement off this referral and quits, gets fired; or solicits his or her own layoff slip from their employer prior to the completion of the project, will be required to resign at the bottom of the referral list.
- Any individual excepting employment from the Local 90 referral system, at any rate of pay will be expected to see the project that he hired on for to the end.
The amendments to these referral procedures have been made in accordance with IBEW language will be effective Monday, January 1st, 2007.
